IMPLEMENTATION SECTION

TOWN OFFICIAL LANGUAGE IMPLEMENTATION COMMITTEES

     As per the Office Memorandum No. I/14011/12/76 dated 22.11.76 issued by the Department of Official Language, Town Official Language Implementation Committees(TOLICs) can be set up in all such towns as have more than 10 Offices of the Central Government. The Committee is set up with permission of the Secretary, Department of Official Language on the proposals of the Regional Implementation Offices of the Department .

2.    The main purpose of the setting up of these Committees is to review and promote the implementation of the Official Language Policy of the Union and to discuss the difficulties being faced in its implementation. In addition to this, these Committees co-ordinate the activities regarding Official Language in the offices located in the town.  At present 328 Town Official Language Implementation Committees are in existence in different towns of the country.

3.     As per Office Memo No 12027/2/79-OL(B-1) dated 03.09.1997 issued by the Department of Official Language, following are the main functions of TOLICs :-

1.  Reviewing of the position regarding implementation of the Official Language Act/Rules and the Orders issued by the Govt. of India regarding the progressive use of Hindi in official work with respect to the Annual Programme prepared in this regard.

2.  Consideration of the measures for accelerating the use of Hindi in offices of the Central Govt. located in the town.

3.   Reviewing the position with  regard to the availability of reference literature in Hindi, Hindi softwares, Typists and Stenographers etc.

4.     Discussing  on  the problems relating to training in Hindi, Hindi Typewriting and Hindi Stenography and seek solutions to those problems.

     In addition to the above important functions, the Town Official Language Implementation Committees also undertake many incentive programmes in order to promote the use of Hindi - viz conducting various competitions relating to Hindi, organising Hindi Day/Hindi week, conducting Seminars/Conferences and awarding the offices etc. with prizes/ letters of appreciation for their outstanding contribution in the progress of Hindi.

INDIRA GANDHI OFFICIAL LANGUAGE AWARDS

A scheme has been drawn up for the grant of awards to the various Ministries/Departments, Banks and Financial Institutions, Public Sector Undertakings and employees for outstanding achievement in promoting the Official Language Policy of the government from 1986-87. Under the said scheme  following awards are given every year :-

1.  Indira Gandhi Rajbhasha Shield for Ministries/Departments of the Government of India.

2.  The Indira Gandhi Rajbhasha Shield for Nationalized Banks and other Financial Institutions.

3.  The Indira Gandhi Rajbhasha Shield for Public Sector Undertakings of the Government of India.

4. The Indira Gandhi Rajbhasha Cash Award for writing original books in Hindi by the Employees/Officers of the Central Govt. including the Training Institutes/ Universities under the control of Central Govt.

5.  The Indira Gandhi Rajbhasha Shield for Boards, Autonomous Bodies, Trusts, Societies etc.

6.  The Indira Gandhi Rajbhasha Shield for Town Official Language Implementation Committees.


     These awards are given as per regions categorised in Official Language Rules as Hindi Speaking( ‘A’ Region), other than Hindi Speaking as(‘B’ Region ) and the rest as (‘C’ Region). The work done in Hindi during the year by the Organisations participating in the competition, is evaluated as per the norms circulated by the Department of Official Language.

Rajiv Gandhi National Awards Scheme for Original Book Writing on Gyan-Vigyan

Rajiv Gandhi National Awards Scheme for Original Book Writing on Gyan-Vigyan has been launched to encourage creation of literature of high standard in Hindi on subjects relating to different streams of technology/science. The books written on engineering, electronics, computer science, physics, biology, energy, space science, medical science, chemistry, information technology, management, psychology etc and contemporary subjects such as liberalisation, globalisation, consumerism, human rights, pollution etc. are awarded every year under this Scheme.

     These awards are given every year  in a simple ceremony.  This Department has been privileged to have these occasions graced  by  distinguished personages for conferment of Honours by way of Prizes and citation letters to the outstanding achievers.  Mostly these awards are given away on the occasion of the Hindi Day on 14 Sept.

REGIONAL OFFICIAL LANGUAGE CONFERENCES / AWARDS

     In compliance of the Official Language Policy of the Union, the Department of Official Language is promoting the use of Hindi by means of its different activities through inspiration, motivation and incentivization. The Department has been holding Regional Conferences on Official Language to give away Regional Awards on Official Language from time to time to brilliant performers in the categories of Central Govt. offices, Nationalized Banks and Public Sector Undertakings.  These platforms are also going to be used for holding colloquium on salient aspects for propagation of Hindi in the forthcoming conferences, as also for promoting greater understanding of Hindi among various sections.

     Till date 79 official Language conferences and awards distribution functions have been held in different cities. 

Central Official Language Implementation Committee

      A Central Official Language Implementation Committee is constituted under the Chairmanship of the Secretary, the Department of Official Language to review the implementation of the provisions made in the Constitution, the Official Language Resolution 1968, the Official Language Act, 1963, the Official Language Rules 1976 and orders of  H.E., the President issued from time to time on the recommendations of the Parliamentary Committee on Official Language.

     Officers in charge monitoring the work of Official Language of the Ministries/Departments (Joint Secretary Rank) are the ex-officio members of this Committee.  The meeting of this Committee is held every year.  36 meetings of this committee have been held so far.  The 36th meeting of the Central Official Language Implementation Committee was held on 30th December, 2011.
